Hamza beat Egypt's Mohamed Zakaria in the final with a scoreline of 10-12, 14-12, 11-3 and 11-6 to hand the junior title to Pakistan after 37 years.
Despite losing the first game, Hamza made a grand comeback to win three on the bounce.
Zakaria took the first game 12-10, which lasted for 26 minutes to take the lead.
The second game was another thrilling encounter. The Pakistani player was down 8-10 but he denied Zakaria the much-needed game point twice and levelled the match with a 14-12 win.
